INVITATION

The City of Cleveland, Georgia, hereby invites companies to submit proposals to provide in-car camera hardware, body-worn camera hardware, cloud storage/ redaction software, any related hardware, software, installation, maintenance, and warranties, to be utilized by the police department. 

The intent is to provide the police department with a camera/ storage/ redaction plan with the latest technology that will serve the agency for the next five (5) years. The RFP/ title will hereafter be referred to as the “2026 CAMERA PROJECT”.

The City of Cleveland reserves the right to reject any or all proposals, waive technical or legal irregularities, and negotiate with any proposer in the best interest of the City.

 PURPOSE

The purpose of this Request for Proposals (RFP) is to purchase and deploy thirteen (13) in-car camera systems to be mounted in police patrol vehicles, and sixteen (16) body-worn cameras to be utilized by members of the Cleveland Police Department for a five (5) year period. The system should include all applicable hardware, mounts, cables, antennas, charging mechanisms, docking-charging banks, The same using a secure cloud-based storage system with a secure network for storage and transmission for evidence preservation and case preparation. Redaction software/programs are essential to the program and are needed to remove the images and sounds related to uninvolved persons, crime victims, minors, computer screens, and other sensitive items.

The system/ hardware will outline items that are mandatory and items that are optional/ preferred. Storage, retention, and redaction software and services will outline items that are mandatory and items that are optional/ preferred. 

Consideration will NOT be given to concepts or products that are not available at the time of contract.

 

REQUIREMENTS- CAMERA PROJECT

1. In-Car Camera-     Mandatory

  • Thirteen (13) in-car camera systems with all required hardware, software, mounting hardware, connections, and cables.
  • Camera will be required to capture forward facing (front window) and back seat/ prisoner area.
  • Must have the capability to have sound recording in the front and back seat of the vehicle.
  • Must have the ability to capture sound from outside of the vehicle.
  • Must have the ability to upload data either over the wireless network/cellular, or by station mounted antenna.
  • Must have the ability to be activated manually, or by “trigger” such as emergency light activation, GPS-speed activated, or other.
  • Must have the ability to sync or align body camera audio/video to the in-car system.
  • Must be equipped with a mechanism to record a pre-determined time (30 seconds etc.) prior to activation.
  • Ability to bookmark/ title recorded event.

   In-Car Camera - Optional/ Preferred

  • Ability to utilize a license plate reader
  • Live feature/ on scene transmittal of images and video
  • Live interface with in-car mobile data terminal- GCIC/ NCIC files database.
  • Consideration will NOT be given to concepts or products that are not available at the time of contract.

 

 

2. Body-Worn Camera  Mandatory

  • Sixteen (16) body-worn camera systems with all required hardware, software, mounting hardware, connections, and charging cables.
  • Included- Mid contract (2 ½ year) upgrade/replacement of all Body Worn Camera devices, mounting hardware, cables, and docking hardware. This will NOT constitute a renewal of contract.
  • Camera will be required to capture forward facing only.
  • Must have the ability to be activated/de-activated manually.
  • Must have the capability to record sound while the device is activated.
  • Must have the ability to deactivate the mute feature, (mic always on).
  • Must have the ability to sync or align with in-car camera, (if activated within range).
  • Must have the ability to operate independently without vehicle camera in range.
  • Must have the ability to upload data either over the wireless network/cellular, docking station or by station mounted antenna.
  • Ability to bookmark/ title recorded event.
  • Must be equipped with a setting/mechanism to record a pre-determined time (30 seconds etc.) prior to activation.

   Body-Worn Camera – Optional/ Preferred

  • Live feature/ On scene transmittal of images and video.
  • Activation by removing weapons from holster.
  • GPS location
  • Consideration will NOT be given to concepts or products that are not available at the time of contract.

 

3. Cloud Storage Data/ Retention - Mandatory

  • Storage must be cloud-based upload/ download.
  • Storage pathway must meet compliance of all computer safety protocols.
  • Ability to transfer/ send recorded events by link or file.
  • Storage must have the ability to retain data for a minimum of 180 days.
  • In the event of contract expiration or termination, the storage of data must be retained for a minimum period of 90 days.
  • In the event of contract end, the user shall have unlimited access to the data, free of charge for the same 90-day period.

 

   Cloud Storage Data/ Retention – Optional/ Preferred

  • Unlimited storage ability
  • Consideration will NOT be given to concepts or products that are not available at the time of contract.

 

4. Redaction-Software/ Program – Mandatory

  • Must have a compatible platform for video and audio redaction.
  • Must maintain an original file free of redaction or edits.
  • Must have technical support available to assist with the software if needed.

    Redaction- Software/ Program – Optional/ Preferred

  • Advanced technology/ software to track images such as faces and objects and aid in the redaction and editing process.
  • Consideration will NOT be given to concepts or products that are not available at the time of contract.

 

 REGULATORY COMPLIANCE- Mandatory

All contractors must comply with:

  • Georgia Crime Information Center regulations, specifically regarding information security and vetting.
  • Records Management Systems utilized by the Cleveland Police Department
  • Information Technology systems within the City of Cleveland, specifically those regarding the connectivity with the mobile data terminals used in the police vehicle.
  • Interoperability with wireless provider networks used by the City of Cleveland.
  • Maintain technical employees and project managers who are CJIS compliant.
  • Contractor will maintain customer’s data “City of Cleveland” for no less than 90 days of the conclusion of any contract or separation.
  • Contractor is NOT authorized to disseminate data or records on behalf of the agency.

 

 

 

 

 

 

 

PROPOSAL SUBMISSION REQUIREMENTS

Each proposal shall include a cover letter with the following:

1. Qualifications

  • Company name, address, and contact information.
  • Primary contact person/ case manager.
  • Brief history of the company including the number of years providing the proposed items.
  • If using a secondary provider to deliver a service, a brief history of the aforementioned.

2. Proposed Work Plan

  • General approach to service delivery.
  • Mobilization time once contract is executed to delivery, installation, and activation of systems.
  • Description of all “mandatory” items/services and pricing.
  • Description of any “preferred” items/services and pricing.
  • Description of any additional items/functions/services which will be provided and pricing if applicable.

3. Fee Proposal/ Pricing

  • Indicate the warranty period of the contract and what hardware/software is covered under the contract.
  • Fee proposal and pricing include the amount due in total for the overall contract.
  • Pricing for cloud-based storage, include unlimited storage pricing, and reduced storage (180 day minimum).
  • Fees related to installation of hardware services or covered by contract pricing.
  • Indicate if payment is due in a lump sum amount or paid on an annual basis at the anniversary of the contract.

4. References

  • Include a minimum of three (3) agencies which have implemented the model(s) and services proposed.

5. On-Site Demonstration

  • Contractor may provide an on-site demonstration or remote demonstration. Same must be scheduled in advance and completed no later than the proposal submission deadline.

 

 

 SELECTION CRITERIA

Proposals will be evaluated using the following criteria:

  1. Qualifications, experience.
  2. Proposed work plan, responsiveness, equipment provided, mandatory items optional services and capabilities.
  3. Fee proposal and structure ie; total amount and breakdown of amount owed/due over the course of the contract.

The City may conduct interviews prior to final selection.

ON-CALL WATER, SEWER, AND STORMWATER

EMERGENCY AND REPAIR SERVICES

INVITATION

The City of Cleveland, Georgia, hereby invites qualified construction contractors to submit proposals to provide on-call emergency and repair services for the City’s water distribution, sanitary sewer, and stormwater drainage systems.

The City intends to develop a short list of two (2) to three (3) qualified contractors capable of responding to both routine and emergency utility repairs on an as-needed basis.

Proposals shall be submitted in a sealed envelope clearly marked:

PURPOSE

The purpose of this Request for Proposals (RFP) is to establish a pre-qualified roster of contractors to provide on-call emergency and routine repair services for the City’s utility infrastructure up to a five (5) year period.

Issuance of this RFP does not guarantee work volume or frequency.

 

BACKGROUND

The City of Cleveland provides water and sewer services to residents and businesses within the city’s intergovernmental agreement (IGA) service area. The utility system includes:

  • Water distribution mains of varying sizes
  • Sanitary sewer collection mains and service laterals
  • Stormwater drainage infrastructure including pipes, inlets, and structures

The City is seeking reliable and qualified contractors who can respond quickly, perform quality work, and coordinate effectively with City staff during routine operations and emergency situations.

 

SCOPE OF SERVICES

Emergency Services

Emergency services may occur 24 hours per day, 7 days per week, including weekends and holidays. Examples include:

  • Water main breaks
  • Sewer line failures or collapses
  • Stormwater drainage failures
  • Damaged hydrants or valves
  • Repairing water, sewer and drainage piping and valves
  • Replacing and installing manholes and other structures
  • Additional work necessary for completion such as dewatering, bypass pumping and other associated work 

Contractors must be able to respond to emergency calls and arrive on-site within four (4) hours of notification. Emergency work will typically be performed on a time-and-materials basis, without prior written quotes.

 

REGULATORY COMPLIANCE

All contractors and their work must comply with:

  • Georgia Department of Natural Resources (GA DNR) regulations
  • Environmental Protection Division (EPD) regulations
  • Environmental Protection Agency (EPA) regulations
  • City of Cleveland ordinances, policies, standards and specifications
  • All applicable local, state, and federal laws and regulations

 

CONTRACT STRUCTURE

Selected contractors will enter into an On-Call Emergency Task Order Contract with the City. Contractors may be ranked based on qualifications, rates, responsiveness, and past performance.

The City retains the right and discretion to:

  • Select which contractor is contacted for each task
  • Remove a contractor from the roster for unsatisfactory performance
  • Perform work with City employees and resources or other contractors when deemed necessary or desirable

 

PROPOSAL SUBMISSION REQUIREMENTS

Each proposal shall include the following:

1. Qualifications

  • Company name, address, and contact information
  • Brief history of the company
  • Description of relevant experience and technical expertise, including all professional licensing
  • Primary contact person

2. Personnel

  • Average crew size
  • Location of personnel
  • Identification of key staff and services provided
  • General liability insurance coverage
  • Professional liability E&O coverage
  • Workers' compensation coverage
  • Other insurance coverage in place

4. Proposed Work Plan

  • General approach to routine and emergency work
  • Mobilization time
  • Emergency response capability
  • Estimated time to prepare routine work quotes

5. Equipment

  • List of equipment available for utility work
  • Ability to coordinate with City of Cleveland Public Works Director and Deputy Director

6. Fee Proposal

Contractors shall complete Appendix A – Fee Proposal Sheet.

  • Labor and equipment rates shall remain firm for two (2) years
  • Adjustments may be proposed thereafter on an annual basis
  • City may supply materials; contractor-supplied materials may include a maximum 10% markup with documentation

Description

The project includes all material, labor, and related appurtenances for complete construction as indicated on the construction drawings in these specifications. The Work consists of the upgrade and expansion of the existing City of Cleveland Wastewater Treatment Plan from 0.75 million gallons per day (MGD) to 1.5 MGD. The project includes upgrading the existing manual screen to an automated screen; upgrading existing pond aerators; duplex influent pumps and pump station with building; an oxidation ditch; two secondary clarifiers; flocculation tank; disc filters; UV disinfection; Parshall flume; plant drain pump station; WAS/RAS pumps; an aerobic digester with steel tank; dewatering/electrical building with rotary press; upgrades and expansion of existing control building; new chemical building; electrical work; yard piping; demolition of existing buildings, pond appurtenances, utilities, fences, and other areas as shown; SCADA system; and miscellaneous other work and improvements necessary to complete the work as described in the Contract Documents and Contract Drawings. 

 

This project is being funded through the federally assisted Georgia State Revolving Fund, and the Economic Development Administration (EDA) which require compliance with Davis-Bacon requirements, Disadvantaged Business Enterprise Program, American Iron and Steel, Build America Buy America Act and other federal requirements. If archaeological materials are discovered during project activities, all ground disturbing activities will cease, and the Georgia Historic Preservation Division and EDA will be contacted to determine if these resources need to be assessed by a Secretary of the Interior-qualified archaeologist. 

 

This project (EDA Investment No. ED24ATL0G0215) will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

electrical work; yard piping; demolition of existing buildings, pond appurtenances, utilities, fences,
and other areas as shown; SCADA system; and miscellaneous other work and improvements
necessary to complete the work as described in the Contract Documents and Contract Drawings.
 

The project includes all material, labor, and related appurtenances for complete construction as indicated
on the construction drawings. This project is being funded through the federally assisted Georgia
State Revolving Fund, and the Economic Development Administration (EDA) which require
compliance with Davis-Bacon requirements, Disadvantaged Business Enterprise Program,
American Iron and Steel, Build America Buy America Act and other federal requirements. If
archaeological materials are discovered during project activities, all ground disturbing activities will
cease, and the Georgia Historic Preservation Division and EDA will be contacted to determine if these
resources need to be assessed by a Secretary of the Interior-qualified archaeologist.

This project (EDA Investment No. ED24ATL0G0215) will be partially funded with Federal funds from
the United States Department of Commerce, Economic Development Administration and therefore is
subject to the Federal laws and regulations associated with that program.
 

Bidders shall inform themselves concerning Georgia Laws and comply with same. NOTE: The
Contractors Affidavit for Electronic Verification of Work Authorization Programs form (E-Verify) shall
be executed and submitted as part of the bid package. Contractor’s Bid will be considered nonresponsive
without conformance to E-Verify requirements.
 

Bidding Documents are available for review and purchase by prospective Bidders. Bidding Documents
may be obtained for a non-refundable fee of $800.00, payable by check or money order at the offices of
the Engineer, RINDT, Inc., 334 Cherokee Street, Marietta, Georgia, 30060, 770-427-8123. The check
or money order shall be made payable to RINDT, Inc. The Owner is not obligated to consider a Bidder’s
proposal, if Bidder is not on record with the Issuing Office as having received complete Bidding
Documents from the Issuing Office. Bidding documents will be delivered in electronic and hard copy

The time allowed for Substantial Completion from the date of Notice to Proceed is 540 consecutive
calendar days. The project has a maximum time for total completion which shall not exceed 600
consecutive calendar days from the starting date specified in the Notice to Proceed.
 

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by
the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the
Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms of the
Contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds with the executed
Agreement meeting the requirements of the Contract Documents and executed on the forms attached to
the Agreement. The terms and time for payment are set forth in the Agreement.
 

Surety and insurance companies must be listed in the Federal Registry of Insurance Companies Circular
570, holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the
Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid Opening, but Owner may,
in its sole discretion, release any Bid and return the Bid security prior to that date.
 

Each bid must be submitted in a SEALED ENVELOPE, addressed to the Owner. Each sealed
envelope containing a Bid must be plainly marked on the outside as, “City of Cleveland Wastewater
Treatment Plant Upgrades and Expansion”. If bid is forwarded by mail, the sealed envelope
containing the Bid must be enclosed in a separate mailing envelope to the attention of the City Clerk, at
address previously given.
 

A mandatory pre-bid conference will be held at 10:00am local time on September 3rd, 2025 at the
Existing Cleveland WWTP (Project Site) located at 558 Claude Sims Rd, Cleveland, GA.
 

The Owner reserves the right to reject any or all Bids, to waive formalities, and to re-advertise.
